There is no obvious screws or clips that hold the panel on.

remove window switch bezel-pops off. remove 2 screws from armrest. use a trim tool behind tool panel to try off around retainer clips

They do have one or two screws holding the armrest on. Then if u have manual windows, remove the crank handle. If u have power, pry the bezel loose, but leave the switches intact. Then beginning at the bottom, pry the panel outward until the sides & bottom r free. Then slide the panel upward to release it. You will be able to slide the power wdo. switch thru the slot in the panel. The plastic retainer plugs may have to be replaced before re-installing, as they become brittle with age.
